New Mexico’s Construction Industries Division exists to make sure construction work is done safely and competently, and it licenses contractors and enforces those licensing laws. A company holding only a Texas license is not covered on your side of the line — which becomes a real problem if you need a permitted system replacement, if a warranty claim is reviewed later, or if you sell the house and an inspector asks who did the work.

- Monsoon humidity arrives in July. The National Weather Service office covering this area — headquartered in Santa Teresa, right next door — notes that monsoon southeast winds push very humid air into the Borderland from late June through September, and that this humidity frequently cancels out the temperature relief the storms bring.
That third one is what kills swamp coolers.
Why the swamp cooler stops working in monsoon season
An evaporative cooler works by pulling outside air through wet pads. The water evaporates and the air gets cooler. It only works when the incoming air is dry enough to take on that moisture — which is most of the year here, and emphatically not July through September.
When the dew point climbs, the cooler keeps running, keeps using water, and stops cooling. Worse, it is actively pushing humid air into a house that is already humid. The classic Sunland Park August complaint is not “my cooler broke” — it is “my cooler is running fine and the house is still miserable.”
