Anthony is two towns with one name
The Texas–New Mexico state line runs right through Anthony. Anthony, Texas sits in El Paso County. Anthony, New Mexico, which incorporated as its own city in 2010, sits in Doña Ana County. Same name, same main road, two different states — and for anything mechanical, two different regulators.

This matters when you are getting quotes. A contractor licensed only in Texas cannot legally pull a mechanical permit on the New Mexico side, and vice versa. Plenty of Anthony homeowners have called around, gotten three quotes, and only found out at scheduling that one of those companies could not actually work at their address. Pecan country is hard on equipment

Three things stack up:

Why swamp coolers give up in July here
An evaporative cooler pulls outside air across water-soaked pads. The water evaporates, the air cools. It works beautifully — as long as the outside air is dry enough to absorb that moisture.

The National Weather Service office serving this area notes that monsoon-season southeast winds push very humid air into the Borderland, and that the added humidity often cancels out whatever temperature relief the storms bring. That is the exact combination that leaves an Anthony house with a cooler running full blast, the pads soaked, and the living room still at 88 degrees.
